Toning Arms/back

Hey everyone
I'm looking for some helpful tips for toning my arms and back. I'm the typical 5'9 "skinny fat" girl. (No derogatory meaning with that, it's just how I explain my body). I look great in clothes but still do have a substantial amount of belly and thigh fat. Like I said I'm 5'9 and weigh 216lbs. I'm currently 20 lbs away from my goal weight and I've already lost 50lbs, so I know the work that has to be put in to become in better shape. I have successfully "bulked up" my arms and back (I still have bra bulge though) by lifting heavy. I'm looking to get more definition and tone in my arms and back. Give me your suggestions on what you would do: continue to lift heavy and the tone with come, or do lighter weights with more reps, or supplement each one. I'm just curious what has worked for other people. I am quite familiar with free weights as well as resistance bands, so any suggestions would be great. Thanks much!!
