well im back .... (weight gain and need help)

I lost 25 lbs using myfitnesspal roughly 2 years ago and was able to maintain the weightloss all this time. This winter was my first time back in a cold climate (i moved from fl to ny) i ended up gaining 9 lbs back and with every lb gain i promised myself no more .. no more .. no more .. well now i put my foot down NO MORE ... i started working out again about 2 weeks ago (3X a week cardio + strength training) yet the scale didnt budge ... so today i am back to writing down my calorie intake.
guys any suggestions? i dont even know how this gain happened but its really discouraging .. also the fact that i havent lost with starting the gym is kind of getting to me

worst part is that i gained 4 lbs since the last week of feb ... this just doesnt make sense to me0

With only 10 lb. to go, set your goal to .5 lb. and be patient. The smaller deficit will also help you transition to maintenance.

i set my intake to 1300 ... im thinking of following 1300 S-TH and F & S allow myself to go up to 1800 -2000
also i will not count my exercise calories in my food allowance0
