My best guess would be water retention as a result of the new exercise regimen...........your body stores water for muscle repair and (assuming you're eating enough carbs) increases glycogen storage in anticipation of future energy demands (1g of glycogen bonds with 3g water which is why many runners will gain a kg or two carb loading for a long race)

How has your eating been during that time frame?
If you have a balanced diet in the right calorie range, you should eventually see progress. If your nutrition isnt great, perhaps add a multivitamin and fish oil to your eating plan.

PMS will cause water retention as will exercise. These are temporary, not fat gains and will reverse soon enough.

I did insanity about a year ago! Gained weight like you but lost inches. Try to go by your body composition rather than weight its a far more accurate indicator of fat loss (I'm guessing you want to lose fat) than what the numbers on the scale say (does that make sense).

ignore me ... didnt read your post properly. You said measurements were same!
