Losing size from hips more than belly

Hello fitness pals,
I've been trying to lose the weight ive gained in the past 2 and a half years, I started in Novermber 2013 with a not very strict diet and walking as an exercise, I lost 12 Kg (26.4 lbs) so far which is great, I joined a gym 2 weeks ago and started weight lifting program in addition to cardio, I only lost around 1 Kg in those 2 weeks but I lost more than an inch from my belly and hips
Ive noticed when I was trying my old clothes that the jeans that were too small are now fine, but the shirts that used to fit perfectly fine are still too tight
its becoming very annoying, losing all the weight but the belly and love handles are still there =(
is this normal? any idea how to tackle this issue?

    It is normal. You unfortunately don't get to pick where the fat drops from first, your genetics determine that. "zone targeting" exercises don't work either. You just have to stick it out, keep a deficit, keep losing and be patient. Eventually you'll get there if you can keep at it long enough.
