Big time help and advices? ^.^

So heloooo...this is my 1st time here, all new to me so quiiick story time
I'm 21 now, since 3yrs old that i'v always been athletic...did swimming till i was 13, did martial arts for a couple of years, gym (mostly cardio) for 2yrs and ATM i'm doing dance (ballet and lyrical jazz) 3x week and a few cardio like running every now and then.
And it's not like i'm fat - fine by me, i like to have my curves and wide hips
- , i can say i'm an average person but a liiitle overweight (60kg for 1.61m), wich for many effort i take i can't loose more weight (did that one time, almost "died" with almost no food and lot of gym)
And! one thing, the only thing, i really want to get rid of, it's like what some ppl call the muffin top? mine it's not really a muffin top, as you can see in the pic...it's more like a fluid retention as if I had a baby or something -.-
And! since ppl here have so much more experience in the area, I wanted to ask for help on how to get rid of it? Because my waist is around 69cm (good for me) and then my "lower belly" is 84cm, HUGE difference...and it's bigger in front and on the sides too...
So, any suggestions of diets? Especific exercices? Or something?...cuz not even with my beeeest efforts that part went bellow 82cm

You can't spot reduce. Eat fewer calories than you burn, and your trouble spots will eventually get smaller.

But i already do that for the past 2 yrs or more, I always try to eat the best way, not a lot of food at a time, eat every 2/3hrs, lots of veggies, protteins and carbs controled. And never stoped exercising, and ofc i'm more slime and lost some weight, but still that spot doesn't go away >_<0
