Serving size 1/3 cup dry or 1/3 cup with water?

I have a box of Pioneer Brand - Complete Buttermilk Pancake and Waffle Mix and the serving size is 1/3 cup. I googled for the answer but could not find anything. I'm wondering is that 1/3 cup dry or 1/3 cup after mixing with water? Thought maybe some here are more knowledgeable in cooking then me would know the answer. Thanks.

    I would assume the nutritional information/serving size is for the dry mix unless stated otherwise on the label.

    Typically it should say dry or prepared? If not, it's dry.

    Probably dry. Do you have a food scale? Weight it. The weight per serving should also be on the package.
