Strength exercise with health issue advice

Looking for some advice please. I currently only do cardio exercise (swimming, walking). I am looking to start some strength exercises. I know you can't spot exercise certain areas but I am particularly looking to reduce my bingo wings and work on my belly flab as these are my most stubborn areas. I am looking for advice on what exercises to try and what machines to use BUT I have some chronic health issues, currently I have the beginnings of carpal tunnel in both wrists, which is getting progressively worse. This rules out press ups completely. What else can I do please? Specifically, what gym machines and exercises should I use? I have access to a semi-decent gym and have some dumbells at home. Any help?
