HRM that can be used with OR without a chest strap?

I understand that heart rate monitors with a chest strap are more accurate, and I don't mind wearing one for my workouts, but I would also like to wear just the watch throughout the day and night and be able get a heart rate reading, step count, and calories burned without having to wear a chest strap 24/7. Does anyone know of such a device?
I really like the Polar FT4 or FT7 but I hear they are useless without the chest strap on.
I know several women at my gym who stopped using their chest straps and can still check their watch for their heart rate. We tested the old fashioned way and the watches were pretty accurate by themselves. I don't know what brands they were but they're cheap $30 models.
So, in short, I'm looking for a HRM watch that can:
1. Can be used with or without a chest strap (or just accurately without)
2. Shows calories burned throughout the day
3. Has a pedometer
4. Is under $80

I can't see the point in getting something that's not accurate- you might as well just pick a number out of the air. There are things that are more accurate than pedometers such as Amiigo, Bodymedia Fit and Basis B1 but not for that pricy - sorry!
Also the Polar Loop and Garmin Vivofit can be used as an activity monitor without the strap and then as a HRM with it.
There is then the normal activity monitors. - The a Fitbit range, Jawbone Up 24 and Nike fuelband SE.0
