Recently weighed myself at a proper scale and my fat % was down but my weight was higher ? Is it possible to put on muscle mass whilst losing fat? I have read that this is not possible to do, that decreasing calories will not lead to muscle gain .... These guys that said this looked pretty fit - but I trust all you guys more

it is...but it is very hard to do that...it's call body recomp.
It takes heavy lifting, watching macros very carefully and being very very careful with your diet and eating at maintenance or higher.
If you are not doing exactly above then no you didn't gain muscle while losing fat.
Your weight could be water retention/glycogen stores.
As well if you are at a deficet, watching protien and very new to weight lifting it is possible or if you are obese.0
