Advice?

Hiya
I'm looking to try and get more curves on my legs and hips (and a more shapely bum). I've been doing squats, deadlifts and general leg exercises and been pretty consistent with it, but over the months I've not seen much progress at all ): I'm just wondering if there's something I'm doing wrong or not enough of it or something. Toning my arms are no problem, I've gone up lifting heavier weights relatively easy which I'm pleased about I guess. My stomach area isn't as agreeable although the Ab-coaster has helped slightly. I've been told by a gym instructor that lower reps on heavier weights would be the ideal way if I wanted to build muscle and shape, but it seems to disappear quicker than I can keep it maintained, for my lower body anyway.
Any particular tips or tricks that have worked for anyone else? And would height/frame have anything to do with it? I'm very short, 4 ft 10-11", and I suppose I fall into the apple category. Hmm.
