Id love to do some cardio at home, but I'm in an upstairs apartment and all the at home workouts I've found so far would drive the people downstairs crazy. Are there any exercises/work out programs that keep your feet on the ground and your heart rate up? Thanks in advance!

Do them during the day and screw what they think.
Jumping rope is good, P90X is also good.
You may also want to try T25.0 -
Jackie warner has good dvds that dont require much jumping
U can dance your pants off too!0 -
You can find plenty of videos for free on YouTube. I'm currently doing Jillian Micheals' 30 day shred. There are jumping jacks and stuff that might make some noise, but you could do them on a rug or mat (you'll need one anyway for floor work) to dampen the noise.
Another option is to simply get outside. Run, jump rope, do burpees, whatever makes you happy.
ETA: Ooo..also, if you have a bit of money to burn, there are plenty of cardio machines which are quiet and can be folded to put away in a closet or under the bed.0 -

Rowing machine, and the WaterRower stacks on end so that it's out of the way when it's not in use.0 -
Bumping to come back later.

Fitnessblender.com has some with less jumping. Coach Nicole from Sparkpeople and Cassy Ho from blogilates did a quiet apartment video together. Blogilates has a ton of Pilates stuff you could try, as well as Fitnessblender having more strength related bodyweight stuff,0
