question for lifting weights

Whenever I do a workout with weights for my arms, I notice that I tend to mostly lift using my forearm and build a decent muscle there (even though it's so small) but I think this prevents me from building/toning muscle in my upper arms be it shoulders or the actual upper arm. I have tried a variety of size weights, thinking that maybe I was using a weight that was either too light or too heavy. I try to watch my form as well. Does anyone know what I could try to isolate those muscles or do you think it would just come in time as my muscles overall become stronger? Thanks!
Jen

    what lifts are you doing?

the information you gave just isn't specific enough to determine if you are just doing the wrong lift- or you are actually doing a lift improperly.

You probably just have weak forearms in relation to your upper arms so they need to adapt first before you can handle enough weight to sufficiently stimulate growth in your upper arms. This is pretty common, actually.
