Is your thyroid stabilized now? If so, do you have insulin resistance? I know that's a problem for some people if they've had a long undiagnosed thyroid problem (happened to me).

If you think everything is fine, then a calorie deficit should work, though it may take longer than you'd expect -- or at least that's what I've heard from many people. If you haven't already tried, you may consider cutting carbs. For some people, a lower carb way of creating the calorie deficit is really effective (that's also true for me). Be really careful on your calorie counting -- use a food scale and track everything (or at least until you see some progress you like)!

The other three things I'd recommend are (1) lots of high volume, low intensity cardio (like walking/hiking), (2) 1 or 2 weekly HIIT sessions -- hill sprints are some of the best and you can literally get it done in 20 mins or less, (3) start a heavy lifting program where you consistently lift heavier and heavier -- I personally like 3x5 from Starting Strength, but folks also seem to like Stronglifts 5x5 program and Lifting for Women.
