Should my daily net calories = my daily calorie goal

My daily calorie goal is 1,200. If I burn 200 calories a day do I eat 1,400 calories?

Yes
1200 is the amount of Cals to consume and still achieve weight loss, if that's your plan. If you go below, you could send your metabolism into starvation mode and start storing everything you eat as fat. The more you work out, the more you eat!
