300lb workout question

Hi guys and gals,
I am right at the 300lb mark and I want to start working out at the gym. My main goal and what I want my focus to be is to tone up the loose skin on the backs or my arms, hips and between my legs. (my hips, thighs and arms are large and will be having alot of hanging skin that I want to minimize) I already have it set that when I lose the weight I want a tummy tuck and breast augmentation/lift. I of course wouldn't mind if when I get there I don't need it but I am assuming I will...thats why I really wanna focus on my hips, arms, thighs.

I will be dedicating 45-60 minutes in the morning, before work, to go to the gym.

Question 1: Should I even do cardio or will this just eat into the time that I can spend on toning?

Question 2: Which exercises or machines should I do to tighten my hips, arms and thigs?

Question 3: If I should be doing cardio as well, how much time should I split between the two? Or should I do all strength/toning and then try to fit cardio in later if possible? (like on weekends?)

Question 4: How many reps per exercise should I do?

Question 5: Should I add specific amounts of weight or just the weight that I can currently complete the reps with and increase as it becomes easier?

Answer 1: do both, at 300#, you could probably use the CV improvement
Answer 2: do a simple full body routine like stronglifts
Answer 3: yes, concentrate on the lifting and fit in as much cardio as you can stand.

ETA: wtf, did the 3 questions breed and have little question babies?

Answer 4: follow the guidelines of the full body routine you select
    Answer 5: see Answer 4

If you have a pool near you then swimming is a great way to tighten up your arms and gives you a cardio burn too.
