What would you consider my body fat percentage to be?

Also what are some ways I could reduce it ?
And should I bulk or cut?

I'd say you're at a pretty good point there, don't know about percentage but you can see your abs.

If you wanted to make them even more visible then you could keep your deficit and do some strength training, if you wanted to grow and get bigger muscles then a 200-300 calorie surplus over maintenance is good along with training.
You don't want to bulk and cut often, if you're going to bulk do it for at least 9 months, if done properly you won't have to cut for very long afterwards, maybe 3 months or so, then maintenance if you're happy.

Remember that the training is a must to go along with this, you can't eat 300 calories over and expect to gain muscle hehe, I'm terrible at sticking to my training plan.
    I'd recommend Stronglifts 5x5, it's a great plan.

Also you want to get a decent amount of protein for building/maintaining that muscle.
    Use this caluclator: http://www.meals.com/cooking-with-nestle/food-tools-calculators/protein-calculator
The results of this is a MINIMUM goal, you should eat that amount of protein or more.

The default myfitnesspal protein goal is ridiculously low for building muscle or strength.
