you're either not in a deficit or retaining water

I have stalled out for as long as three weeks. It happens. If you are weighing and measuring all your food, and are in a deficit, you will start losing again.

    Weightloss is not linear

The scale is not always a friend.
Muscles are much heavier than fat is, firstly, and secondly, it is very possible that your muscles hold on to water due to the weight training.
If you feel good and lean and happy, throw the scale out of the window.

Weight loss isn't linear. If you are diligent and honest with your food and exercise tracking, and stay in a deficit, you will see the results you want given time.

Have you reviewed your calorie goals recently? I see you are 14 pounds down (hooray!) - every 10 pounds or so you need to adjust your calorie goals downwards a little to compensate for the decrease in weight. Lighter people require fewer calories at baseline to power their bodies. You can make up for it by exercising more and/or lowering your intake.
