help with routine please..

Hey I'm 5 ft 7 male. 15.9 stone. Looking to lose weight/fat. I want a 3 day a week lifting program that is going to tone me up and maybe add a little muscle but I will be at a deficit as I eat 1900 a day. I have lifted for a good amount of time. I squat 130kg. Bench 85-90kg. Deadlift 110kg. I've done starting strength but I found my triceps and biceps were hardly being hit. I have a wedding to go to in 60 days and want to tone up, maybe add a small amount of muscle by then and continue after. Any ideas? I do run 3 days a week also for fat loss
