Make sure I'm losing fat and minimal muscle?

Hello! Sorry I ask so many questions, first off.
But here's another one, lol.

How do I make sure I'm losing a majority of fat?
I currently eat 1440 and I alternate between 1440 and 1660 a month. I eat 1440 for 2 weeks and 1660 for 2 weeks. I've been lifting for around a year and a half now and I have drastically reduced my overall weight but I'm not sure about fat because the way I see it personally, I look the same shape, just smaller. SO what is the most efficient way to lose fat?
I have a food scale and count everything. My macros follow 50/30/20 and look something like this:
Protein: 144
Fat: 56
Carbs: 90

I try to consume "bread" or grain like food once a day and strive to get my other carbs from veggies and fruits. I also drink at least a gallon of water a day.
I'm sitting at 204, 30ish% body fat (Electro-body fat says I'm 35%, skin fold says 29.3) and I'm 5'4 (on a good day, lol). I'm beginning Starting Strength and I'm doing that 3x a week and LISS cardio after lifting. I'll be doing rugby practice twice a week for 2 hours. I want to get down around 20-ish% give or take by the end of the summer and my ultimate goal is to be 15% in the next year or so.

What is the most ideal way to lost fat and little muscle?
Also, does my goal sound attainable?
