Mid 20's and need motivation to lose that extra 15lbs.

Hello, I am new to myfitnesspal, And i am feeling a little bit discouraged, I am 25 years old and I am 5'6-5'7'' and i am 163 pounds. My weight these past two weeks have been fluctuating +2 and -2 pounds. I'm on week three of insanity, and this is my second time doing the insanity workout since 6-7 months ago. During that time in which i was 173 my heaviest and i managed to lose 18 lbs. However in these past few months, i havent done any exercises do to time constraints and actually gained back 5lbs. Now i'm struggling to get under 160 pounds.
This time around, after my insanity workouts i feel the burn and the muscle building, but I am not getting under 160 on the scale. I've been eating 100-120 calories every two hours, and tracking my calorie count, I'm trying to eat under 1200 calories a day. But why am i not losing the weight the first time I started insanity?
Am i building muscle? which is much harder to lose than fat? I feel my body toning up, but i am feeling a little bit discouraged and need the extra push/kick because the scale is not going down.

Are you doing any flexibility training? My trainer friend just told me that because I wasn't doing flexibility work, my muscles weren't working at optimal calorie burning capacity. For example if your hamstrings are tight, you're doing all the work in your quads- instead of using your quads, hamstrings and glutes, so your hamstrings and glutes become weak and don't burn as many calories as they should/ optimally could. Idk, I'm going to give it a try to pull myself out of my plateau.0
