What is with these legs on my body?

I ride the exercise bike about 90 minutes almost every day of the week. My legs are still thick as tree trunks, muscular but chunky. Also my face looks bloated or something all the time, despite the exercise I do. I store fat literally every place on my body except the one place that would be nice--my breasts. Am I just kidding myself thinking I should be making progress here?! I don't know what else to do and I'm going crazy.
