Advice for not shifting any weight/fat

Posting on behalf of my girlfriend who is struggling to meet goals despite putting in a lot of effort.
She is 5ft2, 125lbs, 30 years old so would probably come in as the top end of a healthy weight for her height, bit she is very concerned that she is starting to get bigger thighs (2 years ago she was 2 dress sizes smaller).
She works in sales so drives a lot with some short walking and standing with clients, so not completely sedentary but not an active job.
I think her trouble is with the way she eats and drinks. She doesn't have breakfast, lunch is at 4pm (sandwich or soup), dinner at 9pm (400-800 calories) and a treat maybe twice a week, sleep at midnight. She doesn't drink alcohol but never gets thirsty so may only take in 500ml of fluid a day. Most days she will do a workout 30 minute dvd (cardio and weights) which is pretty intense and definitely gets the heart rate up and a sweat going.
With a total calorie intake of 1000 with exercise she should be running a large deficit and the weight falling off, but so far all she has achieved in 3 months is a total weight loss of 3 lbs (all achieved in the first 2 weeks), but her muscles in her arms and shoulders are much more defined so could be some muscle growth replacing fat.
I think her metabolism must be running extremely slowly and that by eating some more (cereal bar and tea for breakfast) and shifting lunch to lunchtime things may see a significant improvement.
The concern is that there may be some initial weight gain until the metabolic rate increases, we have a holiday in 4 weeks so she really doesn't don't want to increase weight before then.
Has anyone else been through something similar? Need some help

you have no idea how much she eats actually and if she isn't losing weight she is eating more than you or she thinks.
and no there is no muscle growth replacing fat...she would have to be eating at a surplus and doing some heavy weight lifting to gain muscle.0 -
^^^^^^ not necessarily, could get noob gains, prob has done but yes.... My money would be on she eats waaaaay more than that!
Or if she has been eating that way for months or even years on end then her metabolism could be wrecked. Read up on reverse dieting.
But first you need to find out if that is truly all that she eats. Many people that drive, graze all day long when they're driving about.0 -

she does a 30min exercise DVD you don't build muscle doing that even noob gains...strength maybe but not muscle.0
