Suggestions to tone thighs with limited knee motion?

My biggest problem area is my thighs, well anything between hips and calves, really. They look like they belong to someone 70lbs heavier than the rest of me. The catch is, I have arthritis. I've had it since I was 9 and therefore have never been very athletic. My knees don't quite bend to 90 degrees. That means I can't ride a bike because the knees don't bend enough to get the pedals all the way around. I can't run for very long (too much impact on the knees) or do deep squats or lunges (again, don't bend enough). I know there isn't a way to target the weight loss anywhere, but I need some ideas.

I know that my exercise goals (I have limited strength in my left knee from a nagging injury) include partial free weight squats and lunges (when possible) and also partial leg extensions at the gym0
