I find that my weight never fluctuates downwards however it always fluctuates upwards.
This morning, I weighed in at my goal weight.
Do I take this as an anomaly?

Well by definition the word "fluctuate" requires up and down. If all you see is up and up and up and up then that isn't fluctuation, that is a trend.
No weight you weigh in at is an "anomaly" every reading is accurate, it is the weight you are at that moment. You don't have just one weight and occasionally the scale is right and the rest of the time its anomolies, your weight will range naturally over a wide amount. That is normal.
The trick to see weight loss is just to record your weight and watch it over long periods of time. On the scale of months you should see an overall downward trend. If you do not then at that point you can consider possible issues with your diet.0
