Not seeing much of a difference?

So, I am a female, 5' 4", 20 years old. My SW was 161, and now I have finally lost 10 pounds over the course of a couple months. I am very happy for this, however some of my muffin top is still there. My thighs have shrinked a bit, though. Still, I have a large frame and thought I would be done once I got to 140 (so I obviously was not planning to stop yet). At this rate, though, I am guessing I will have to be down to around 130. Still, I don't want to be too thin; I want some breasts and thighs. Sorry.
Anyway, I haven't been strength training like I should be. If I strength train, should I see more of a difference in appearance if kept up with cardio?
I just want to be healthy and look good. Is it normal to not see much of a difference after 10 pounds? Sorry if this is a dumb question.
