Weight gain when starting a lifting program?

I just started a 3x week full body lifting program while eating in a deficit at the same time. It's been two weeks now and I have actually gained 2 pounds, but my clothes feel somewhat looser and my measurements have gone down slightly (1/4" to 1/2" inch) . Granted, I haven't lifted in over a year and I have been drinking close to 3 - 4 liters of water per day. I am happy so far with the results and I am feeling good about my progress, but I am questioning on whether I should dial the calorie intake back more.
Is it normal to have weight gain when starting a lifting program due to the muscles holding onto more water?
I am thinking it might be beneficial mentally to only weigh myself once a month and to use other measurements; such as body fat % and body measurements to base my progress on.
Thoughts?

yea this is very common, itll fade after a couple more weeks
i base my progress on a combination of scale weight, the weights and reps i can complete while lifting, and progression pictures0
