Losing weight but looking bigger??

Ok ya'll. Here it goes. I have always been on the thinner side. In high school I was 5'9 and about 135-140.

that lasted up until I had my first baby at 22. I ended up at 200 in the hospital...lost 56 lbs. in the 3 months following. It was effortless and I nursed until my daughter was a year old.

Fast forward 4 years and I became pregnant with my second. My son was born in August of 2013 and I carefully only gained 40 lbs.

The weight is stuck. It's not moving..stuck I tell you!! I'm down to 165 and have been between 165-170 for over 4 months or so. Now, on to my question...

Since beginning to lose a little weight (the kind that stays off), I've noticed that I almost look chubbier than I did before. I used to could suck in my stomach revealing an extremely flat one and now...no luck. I feel bulgier and bigger.

Is this muscle gain that's just building under my chub making me look bigger, water weight, retention, waste? My arms are the only thing looking more slender. Thoughts?

    Have you actually measured yourself or are you going by just what you see?

    Just what I see for sure. No measurements, but I notice more of a tummy bulge (not pregnant).
