Toning - after or during weight loss?

My transformation. Lots of lifting (from the beginning), calorie deficit, almost no cardio. I'm a competitive female bodybuilder and when I'm not on stage I don't really look like I lift I just look sort of athletic.
A trainer or the "Starting Strength" program are good places to start.
The skin has slowly tightened over the last few years. Not totally gone, but much better. I can tuck it into my swimming suit and that makes me happy.

As soon as possible. You will be building the muscles beneath the flab early on. The "toning" is happening now BUT will not be visible until you lose the fat that is covering your muscle base. Muscle burns fat more efficiently than fat does so by building muscle fat loss becomes a bit more efficient. The scale may actually slow down progress as you do this BUT your clothing sizes should progress more rapidly. Lift heavy and secure some input from a personal trainer or gym staff for best results.0
