Can anyone possibly help me re-write this?

Having a rant to our manager about hiring new staff on zero hour contracts whilst the fact that he is having to hire new staff is because no one is getting enough hours. So up hours - no need for constant new staff.
But i'm rubbish at writing...
can anyone possibly re-word this for me to sound fantastic? It's only a post on group message rather than a private letter etc...

Just wondering...

If most of us are absolutely desperate for hours, if half of our staff are looking for new jobs due to lack of hours, if extra shifts come up they are usually gone within 10 minutes - proving that people want all the shifts they can grab.. Then why are we recruiting new staff?
Surely if you treat the staff you do currently have to proper hours than you than there will be less of a need to hire people all the time, having to train them up and then they inevitably leave due to the fact that there is not enough hours.

would appreciate your help a lot!
Thanks :)

I can't help with the writing as it is a valid concern, but keeping people at part-time hours and not giving them full-time saves the company money.

From a corporate perspective 10 part-time employees > 5 Full-time Employees. Also, they don't have to provide benefits to part-time employees in most cases.
