Work out for legs that is gentle on the knees?

Hello everyone
I hurt my knee and long story short now have some arthritis in the joint. Can anyone recommend a workout for lower legs that doesn't really put too much pressure on the knees? It still hurts to do squats and I usually do free weights. Should I use the machines and do less weight with more reps? IDK. any suggestions?
