Dang Belly Fat

Alright, I know there have been a ton of forums on this topic but I guess I have more of a specific question. I read a lot about heavy weight lifting and protein to help reduce stubborn flabby areas. My question is, what are the best routines and what areas should I be working on? I am close to my goal weight but I have a lot of loose belly skin and flabby arms/legs. I keep trying to research the best routines but I cannot find anything great. Does anyone have a good weight lifting routine for a female around 130 lbs 5'4".
