Eating Too Little?

After logging my food into MFP I found out that I"m eating below my net and I suspect this may be why I'm not losing weight. I definitely look a little bit better than when I started though my pants would say otherwise (no difference). I'm eating about 1100-1300 a day and exercise most days (I work in a smoothie shop so I'm always on my feet). I've been doing this for a month now and I haven't seen any weight loss, which bothers me because I'm trying to lose 13 pounds. Doe eating that much really stymie my progress bc my body goes into starvation mode? Or am I really consuming too much and should cut back more? Help!!!
