Help with small fat pouch on stomach

Hi peeps. OK so I'm currently working on losing about 28 pounds and its going well, especially on my stomach...but I have this really annoying fat patch in the front. My sides and back don't have any excess fat on them and its weird. All of it is in the front. Can anyone tell me why? I have a short torso if that means anything....I'd really love to get rid of it.
