tiny tummy bump

I've lost 6kg in total, and most of it has come off my stomach/chest/arms face etc etc and now i can see it slowly coming off my legs however i still have a small tummy bump.
I'm currently 59kg at 5'8 and I was just curious if it's possible to get rid of that with toning exercises? It's not very big but i have always wanted a flat stomach!!
I still want to lose 4kgs but i have a feeling that is all going to come off my legs, i have pretty big thighs still haha. Pear shaped.
The reason i ask is because I've read you can't spot reduce, but i think maybe it's just a matter of building muscle there because it's almost just like a layer of skin (i wasn't over weight so i don't think i have stretched skin)
Anywayyyyy, will strength training benefit that problem?
