meeting calorie goals

My daily calorie goal is 1320. Sometimes I eat 1000 calories a day and am not hungry and don't want to eat anything else. Sometimes I go a little over, like to 1400. If I am averaging 1320 a day, does it matter if I am a little under or a little over. I keep getting the message that I am supposed to eat 1200 calories per day, but sometimes it just doesn't happen.
