100lb lost. Is it too late to lose this arm fat w/ lifting?

I'm just getting into weight lifting. I regret now not doing it sooner but that is neither here or there. My question is has anyone else started with bad arm fat like mine and lifted their way to thinner arms?

I'm only using dumbells at this point 10 ,15 and 20lbs. but I plan on working my way up. I literally had to start at 6 and 8 and thought I was gonna die. I was that weak. I'm upping the weight every 2 weeks though so I know I will get stronger. Hoping to get access to much heavier weights in the next few months.
