Is this loss of inches possible?

I normally don't measure myself. . My problem with measuring is, I'm never sure I measure in the same place, so how accurate is it. I
decided last month to give it a try. I understand everyone is different, but I'm curious if my measurement loss is possible. It seems to
much. In this month time I lost 9 pounds. I Zumba twice a week for an hour and use the elliptical 35 minutes 3x a week. I use
weights 3x a week.
6/4 7/3
Chest: 46 Chest 44 (this was measured over shirt around the fullest part)
waist: 44 waist: 40
hips 47.5 hips: 41.5 ( hard time believing this one)
arms: 12.5 each arms:11.5 ( made a muscle then relaxed my arm and measured there)
thighs 22.75/23.75 thighs: 23.5/24
Neck 13.5 Neck:13.5

I would easily believe all of them but the hips. Are you sure you were measuring the exact same spot?0
