If a reduction in calories results in weight loss, would someone lose weight if they ate butter, chips, soda as long as they capped their calorie intake?

Eating healthy food isn't necessary for weight loss. People do it to be healthier people, not just to lose weight.
You can eat a lot more healthy food than junk food, though. So, that might help with losing weight - staying full. But you can lose weight eating pizza, ice cream and drinking sugary cola, if you want.

Also due to the small portion sizes you may be very hungry. But you will lose if you don't binge.0
