maybe theres a certain stretch i should do as well?

Grow muscles - triceps will eventually get rid of the flap and by extension will volumise your forearm by growing the radial.
Biceps will help too, not as much as the tri but will fill in up to a certain extent.
Quick way, no such thing - just ensure you eat, lift heavy and rest - Quickest way? eat, lift heavy and juice - "problem" is, not only the arms will grow!0 -
If you're losing weight and eating at a deficit you wont build muscle. You cannot spot reduce all you can do is lose fat and exercise and eat sufficiently to retain as much muscle as possible. To build muscle you need to eat at a surplus and do a progressive lifting program. Losing the amount of weight you have you will end up with loose areas of skin etc. It can take up to two years for any skin to retract. I'm afraid in the short term you may have to learn to live with it because whatever you do it wont be quick0

Only way to tighten arms that I know of is through surgery, a good orthopedic surgeon should be able to fix any torn tendons right up. Now if you mean you would like them to be more defined then you need to continue cutting to remove the remaining fat, and if you're still not satisfied then it's bulking-thirty.
