Please help, will I ever lose from my waist?!

I'm 5' and my limbs are becoming more and more thin, to where I don't see how I'll have much fat left to lose there if I keep up my exercise. Honestly I just have a bit of fat around the very tops of my thighs (the "underbutt", which is almost completely gone now) and my arms hardly pancake against my body whatsoever now. But, I have a 28/29 inch waist (a bit large for my size), and I've never been able to work it off it! I know my diet is always ruined with sweets, but I'm still shaping up elsewhere! Will I eventually run out of fat to lose on my limbs haha? I wouldn't mind losing some chest weight too, I carry a lot of fat there too.

Help??

And yes! I do strength for about an hour 3 times a week, and run (or walk hills) 4-6 times a week.
