More weights less reps or less weights more reps?

Hello all,
I have a question.
to loose weight, build muscles and tone-up, is it better to use more weights and do less reps or less weights and more reps in conjunction with cardio?
I have lost a large amount of weight already but it is that last 20 pounds that i am fighting with.
What do you think guys?

Heavier weight, lower reps for your main lifts (squat, bench press, deadlift, ohp), heavy weight moderate reps for your assistance lifts and light weight high reps for your accessory lifts.0
