Should my calorie-goal be my BMR (exclusive of daily activities and working out), or be my TDEE, which include the activeness? For example, if I set my goal to be 1700 calories, and ate 1700 calories exactly that day, but burnt 300 calories, is the 1700-calories including the calories burnt from work out already? Thank you so much!

your TDEE is maitenance...if you want to lose weight you would do TDEE-x%...and yes if you choose TDEE-x% you eat the same regardless of exercise...if you want to maintain yes you eat TDEE regardless of exercise.

If you chose your BMR yes you should be eating back exercise calories.

So I shouldn't eat more than 1700 calories right, even if I exercised that day?

If that is your TDEE then no...but that being said that seems very low...if you find after a couple of weeks you are losing weight add in 100 a day...wait a couple weeks and if you are losing...rinse repeat but if you are hovering within your maitenance range you found it.

But with your stats of 5 ft 3 and 90lbs I suggest you eat at a surplus for a bit and doing some resistence training as you indicate you have "fat" on your thighs and belly..which if that is your profile pic..yah no...

You are considered serverly underweight at the moment with a bmi of 15...that's scary.

If you want to be lean and strong...per your profile you need to re-evaluate what is important. Being 120lbs and lean looks great on someone your height..I know my sister is your height and weighs 125lb and wears a size 2...she is lean and strong.

I would suggest raising your level of intake bit by bit and start a resistence training program and when you get to a good weight add in heavy lifting...I won't recommend heavy lifting for you now as you could damage brittle bones from being so thin and possible brittle bones etc.
