What do I need to "up" to lose inches?

I've been on a 5-6 day/week gym schedule since February. I do 3 days a week of a crossfit-type program. On off days, I tend to focus on cardio . . . I run, use the Arc Trainer, or occasionally do Spinning or Zumba. I also do TRX (within the crossfit and on its own).
In the 1st 5 months, I lost 4-7" from my bust, waist, hips, and thighs. Since then (the past 2 months), I haven't lost any inches, although my weight has been going down (at a healthy, sustainable rate). I definiately have the inches to spare
What's the best way to see the inches scaling down again . . . do I need to do more cardio? Or is lifting heavier, perhaps a more concentrated lifting program, the answer? Or could it be my diet? I eat ~1350 cal per day, plus I eat back about 75% of my burn. I focus on lean proteins, fruits, and veggies, but I could probably cut some carbs if that could be the "culprit."
Thanks for any insight!

If you are still losing weight, then patience. You cannot dictate where on your body, fat is lost, so all that can be done is persevere.0
