Exercising and water weight?

Hey everyone! For the past few months I had to stop exercising due to some health issues but I continued to lose weight with no problem. Just recently I started working out again on my exercise bike and the scale isn't really moving at all. I'm eating just as I was before, I'm drinking more water since I'm working out..but yet very little movement on the scale. Could it be water? I'm not sure, I know I'm not "gaining muscle" so it's either water or something else.
