Belly/Love handles no progress first month

Just venting, think I'm on the right track other than needing to add strength to the routine. I'm "skinny fat" being a short guy 5'3 and only 128, but have a small gut. Trying to get toned and bring the love handles in and then try to gain some lean muscle Just finished 4 weeks of T25 gamma and I even added some of that Ruthless DVD, was hoping for some more progress, but at least I feel better.
