When to start lifting?

I want to recalculate my goals. I don't want to be skinny anymore, skinny guys just don't look as juicy and experienced in the gym. I think I like my current size. (Currently at BF of 21%, a drop from 32%) But how do I build muscle while cutting more fat? Do I eat at a surplus or deficit? And do I lift only or do cardio only, I definitely don't have the time or resolve for both. I have never lifted in my life, and I don't even know how to start. Everyone lifting at the gym seems to know what they are doing.
