Knee help!!!

At the age of 28 I was told by my orthopedic that he has only seen knees this bad in women over 70! I am now 41 and have avoided the necessary knee surgery to this point. I have a severe q angle which requires my bone to be cut in half, rotated 20-30 degrees, then pinned together with 6-8 months recovery time per leg in which I have to learn to walk again. This should show why I have avoided the surgery at all costs! I also have rheumatoid arthritis, which has been in remission but has recently reared its ugly head! My hips are beginning to hurt so badly that getting out of the car is painful! Any suggestions on exercises that will help my inner and outer thighs without putting too much stress on my knees or hips?
