Loose Skin Question: Arms Already Saggy and NO WEIGHT LOST??

Hi I have quite a lot of weight to lose, and my arms are awful. They are already saggy at the bottom, you know by the armpit aka "wings".
If I start weight training now which I haven't been doing a lot of as it's intense for my bad back sometimes, will I see more definition in them? just to be clear I have NOT lost any weight yet and I am also wondering if it's possible to re-tone them, specifically at the bottom so I don't get bigger wings, or loose skin as I lose weight? Can you send me links to good arm workouts and how often should I do them? Every 2 days ok?
