Does this mean I had/have a lot of body fat?

I'm 22 (girl) I am 5'6.... slim built.... March 17th 2014 I weighed 163 pounds... as of today which is September 5th 2014. I am 149 pounds says the scale.
However, I had the time of fat that wasn't visible to others... people would tell me you're not fat... but I had back rolls, arm fat (bad) and my thighs were getting thicker. All of this came from me not shedding my baby fat from my teen years and emotional eating due to depression. I was probably eating 2500 calories a day.
Now, since I've been cutting calories.... to my calorie budget. I only lost 14 pounds in 6 months? I haven't been doing any intense cardio. I run/walk 2 miles twice a week... haven't start any weight training yet to tone and work on my abs.
However, I am dropping inches like crazy though.... I must say I never knew my waist was so small and I know it's going to get smaller because fat is still hanging on.
Do you think I had so much body fat which is why I'm losing "WEIGHT" slow and losing more inches? My arms are going down, but there is still some fat hanging on. What can I do to speed up the process?

It wasn't mean to come off blunt, I just hear girls worry so much about "bulking". You will not become some monster muscle freak just by lifting heavy. It takes years and years of lifting with loads of calories and some...uh...often extracurricular activity in the locker room. Lift heavy and have no worries about toning or bulking or any of that junk.0 -
I don't think it means anything in particular. But losing inches is good.
Also, yes, weight training would be a good thing too.0 -
Hit the weight training and add in some HIIT or something like boxing fitness, would be my suggestion.
Coupled with a decent diet, those will soon show you good results that you are unlikely to get from cardio and diet alone.0
