losing weight but barely losing inches

Hey guys,
I never really cared for taking my measurements because it feels like such a hassle. However, a couple days back I did and my stats have barely changed in comparison to months back, though I did lose weight (even if it is not a lot, about 7 kg = 15 lbs).
Correct me if I'm wrong but I had thought to actually see some changes in measurements as well. Especially since you hear a lot of people who don't necessarily lose weight but lose inches with muscle gain being heavier than fat etc.
